사회정책이 추구하는 목표는 인간의 삶의 질을 개선하는 것이다. 따라서 사회정책의 영역은 매우 광범위하다. 본 교과목은 다양한 사회정책들 중에서 사회보험, 공적 부조, 사회복지서비스, 보건의료, 노동복지 등의 영역을 정책이론의 관점에서 논의하고자 하는 것이다. 따라서 본 교과목은 정책결정 및 집행과 관련한 다양한 이론들을 우선 고찰하고, 이를 토대로 우리나라의 다양한 사회정책들을 심도 있게 분석 한다. 그리고 사회정책과 관련한 다양한 사례들도 토론한다.

행정문제를 정확히 인식하고 해결하기 위해서는 여러 가지 연구방법을 사용할 수 있다. 이 과목은 이러한 연구방법들 중에서 사례분석을 통해 문제해결을 위한 과학적 지식의 획득과정과 방법을 살펴본다. 사례분석의 기법과 절차 등에 관한 기본적 이해의 바탕 위에서 다양한 행정과 정책의 실제 사례를 연구한다.

한국의 역사적 시대별 정부기능의 변화와 구조의 변천과정을 검토한다. 삼국시대에서 현대에 이르기까지 시대별 정치 행정의 환경과 행정주체 및 이념, 그리고 행정제도, 정책 및 관리 등을 검토하고 그 특징을 규명하며 행정상의 문제와 역사적 제 국면이 현대에 어떻게 계승되며, 그리고 그 영향이 무엇인지를 분석한다.

가치와 윤리 및 도덕을 실천적 관점에서 탐구하는 행정철학은 거시적 및 전체적 시각에서 행정현상을 이해하고 이를 통해 행정이 추구해야 할 가치를 확인하며, 또한 가치들이 실제 행정에서 어떻게 달성될 수 있는가를 모색하고자 한다. 여기서 주로 다루는 내용들은 행정철학의 이념적 기초, 행정가치에 관한 인식론적 논쟁, 행정에서의 가치판단의 기준, 동양사상에서 본 행정철학의 가능성 등이다.

환경 관련 사회적 문제는 공간적 문제에 국한되지 않고 시간적으로 확대되는 특성을 보이고 있다. 본 강좌에서는 다양한 시점에서 본 환경 문제의 현상과 원인, 그리고 그 해결을 위한 기본적인 방향성을 살펴보고 구체적인 사례의 소개와 함께 문제 해결을 위한 정책론적 접근 방법을 강의한다.

본 교과목은 복지국가의 발전과정을 고찰하고, 이러한 복지국가 하에서 행정의 바람직한 역할이 무엇인 지를 탐색하려는 것이다. 이를 위하여 서구 선진국들에서의 복지국가의 등장, 발달, 위기, 재편의 과정을 논의한다. 다음에는 이러한 서구의 경험을 토대로, 한국에서의 복지국가의 현황 및 발전방향에 대하여 토의한다. 또한 복지국가 추세 하에 행정이 수행해야 할 역할에 대하여 탐구한다.

행정의 환경은 매우 가변적이고 동태적이다. 따라서 지속적인 개혁이 필요하다. 본 교과목은 급변하는 행정환경에 부합하는 정부개혁의 방향과 내용을 탐구하고자 한다. 이를 위하여 행정 및 정부개혁과 관련한 이론적 논의들을 점검하고, 이를 토대로 정부개혁의 주도자, 추진전략, 저항, 저항극복 방안 등에 관하여 전반적으로 연구하고자 한다. 그리고 해방 이후의 정부개혁의 내용 및 전개과정도 비교론적인 관점에서 심층적으로 탐구한다.

본 과목은 ‘지방’이라는 영역 안에서 이루어지는 공공부문, 즉 지방정부의 재정활동에 관한 이론과 실제를 살펴본다. 지방정부의 재정활동은 지역주민의 공적인 수요를 충족하기 위한 재화와 서비스를 생산ㆍ공급하는데 필요한 재원의 동원, 관리 및 배분 등 일연의 정치적ㆍ경제적 활동이다. 이러한 활동에 관한 다양한 이론뿐만 아니라 이들이 실제로 적용된 사례와 제도를 파악함으로써 지방정부의 역할과 기능을 이해하는데 도움을 주고자 한다.

정보기술을 통한 행정서비스의 구축 범위와 그 내용에 대한 이해를 넓히며 아울러 행정정보의 획득과 그 활용에 대한 방안을 탐구한다. 2008-1 이 과목은 전자정부의 출현 배경과 개념 그리고 이론적 논의를 시작으로 전자정부의 지향가치, 조직간 수평·협력적 관계설정, 민영화와 아웃소싱, 온라인 시민참여, Non-Stop서비스, 정보공개와 정보서비스, 정보보안과 개인정보보호, 사이버정부, 온라인 성과평가 등의 주제를 다룬다. 그리고 온라인 네트워크로 시민사회와 기업과 연결된 정부의 미래 모습 속에서 세계화, 민주주의, 참여와 형평 등의 정보가치를 논의하고자 한다.

조직행태세미나는 조직과 개인간의 관계 및 이들간의 상호작용에 대한 이해를 통해 조직의 본질에 대한 체계적 연구를 시도하려고 한다. 즉, 조직이 어떻게 생성되고, 성장하며, 또한 이 과정에서 조직구성원, 고객집단과 다른 조직체, 그리고 전체 사회제도에 미치는 영향을 분석하는 것이 주된 과제이다. 조직행태에 대한 보다 심도 있는 논의를 위해서 심리학, 집단역학, 조직심리학, 산업사회학 등과 같은 관련 학문분야의 지식이 요구된다.

위기관리는 정부의 핵심적인 역할 중 하나이며 위기에 대한 근본적 이해와 더불어 위기관리의 이론적 체계를 정립하고 정부의 위기관리체계를 분석하도록 한다. 그러나 위기의 상황은 대부분 정부 자체의 힘으로 해결하기는 어렵다. 그에 따라 분산되어 있는 수많은 준공공조직, 민간기업, NGO 등과의 유기적 협력 등이 이루어져야만 효과적으로 해결할 수 있다. 이에 위기관리의 주축이 되어야 할 정부의 역할과 기능을 재정립하고 위기관리를 극복하기 위해 사회의 구성단위들을 연결하고 조정할 수 있는 정치행정적 대처방안을 분석하고 이해하도록 연구한다.

본 교과목은 정부관료제의 구조, 과정, 행태 등을 전반적으로 연구하고자 한다. 이를 위해 우선 19세기 이래로 발전하여 온 정부관료제에 관한 이론들을 심도 있게 논의하고, 이를 토대로 한국 정부관료제의 현실을 정부관료제의 구성, 대표성, 기능, 과 행태, 관료의 윤리 등을 중심으로 토론한다. 그리고 정책과정에서의 정부관료제의 역할도 심도 있게 논의한다.

복잡한 정책결정의 현실을 과정이론으로 설명하는 과목이다. 정책의 진행과정을 하나의 시차적인 순서에 따라서 논리적으로 진행되는 일련의 정책과정을 공공의제의 선정과 채택에서부터 시작해서 실질적인 정책대안의 결정, 결정된 대안이 정책현장에서 집행되는 집행과정, 정책평가 및 종결 등의 단계적 활동을 중심으로 설명하는 과목이다.

정책의 목표와 가치를 실현하는 정책학의 중심이론인 정책집행을 정책집행의 과정, 집행의 평가, 집행의 제약요인, 정책순응과 불순응의 요인과 극복방안, 정책집행과 민주주의, 정책집행의 이론적 모형, 정책평가의 중요성과 방법 등을 설명하고자 한다. 특히 21세기의 변화된 정책환경에 의한 새로운 집행이론의 필요성과 개발가능성 및 1970-80년대에 집중적으로 개발된 집행 및 평가이론과 비교분석 등도 논의하는 과목이다.

정책의 대안을 탐색하고 결정하는 기술적이고 구체적인 정책활동을 설명하는 과목이다. 다양한 이해관계가 관련된 정책대안을 최종적으로 결정하는 정치과정에서 정책분석은 정책에 관련된 비용과 편익의 분석, 미래예측의 중요성과 기법 등을 중점적으로 설명하고자 한다. 동시에 가치판단과 규범적 분석도 병행해서 정책대안의 과학적 탐색과 동시에 정책분석의 실천가능성의 향상에 영향을 미치는 변수 등을 다차원적으로 설명하고자 한다.

본질적으로 미래의 행동노선인 정책을 결정하는 가장 중요한 변수는 정확하고 신뢰할 수 있는 미래예측이다. 무엇을, 어떻게 결정하면서 이에 따른 결과를 사전에 판단하고 이에 따른 정보와 지식을 가진 정책결정은 성공할 가능성이 크다. 따라서 미래예측의 방법론(계량적이고 정성적 방법)을 공부하면서 동시에 불확실성과 변동이라는 미래의 속성에 따른 각 방법론의 장단점과 그 결과를 활용할 정책결정자의 판단과 능력 등을 설명하고자 한다.

정책의 이상과 비전 및 추구하는 목표는 정책결정자나 정책체제 및 정책대상자들의 철학과 사상의 산물이다. 동시에 정책은 사회적이고 개인적으로 규범에 관한 윤리적 정당성을 가지고 있어야 한다. 따라서 정책철학은 정책의 이상과 비전 등을 정책가치, 정책윤리, 정책이념 등으로 설명하고자 한다. 특히 논어나 맹자 등과 같은 동양의 고전에서 정책철학을 현실적으로 설명할 수 있는 동양철학적 접근방법 등을 강조하는 과목이다.

사이버공간을 중심으로 하는 국가의 다양한 정보정책을 구체적으로 설명하는 과목이다. 특히 사이버산업과 범죄, 사이버인권과 민주주의, 전자정부의 정보공개와 사생활보호정책, 정보격차의 해소, 정보화지수에 의한 경제성장과 균형분배 등을 관련 법령과 사례를 중심으로 설명하는 과목이다. 동시에 사이버공간을 중심으로 하는 전자민주주주의 발전과 전자정치의 실제를 분석적으로 논의하고자 한다.

다양한 문화와 인종적 배경을 가진 집단이나 다문화 가정이나 단체가 증가하면서 한국사회가 이것을 창조적이면서도 융합적으로 수용하고 발전시킬 다양한 정책대안을 개발하고 시행할 방법과 이론을 다루는 과목이다. 특히 문화적으로 소외되거나 차별받은 계층에 대한 인간의 존엄성과 기본권리를 보장하고 시행할 국가의 정책을 실질적으로 실현할 법적이고 사회적 노력과 방법 등을 동시에 설명하는 과목이다.

This course is designed to provide students of public administration with an introduction to statistical concepts for modeling complex system, estimating the parameters of these models based on existing data, testing hypotheses about these systems, and forecasting. The focus of the course will be on the use of multivariate analysis, which is one of the primary tools for statistical modeling for purposes of policy analysis and program evaluation. The course will also emphasize the computational aspect as well as the interpretation of statistical applications to problems and policies in public affairs.

[B13470] 논문대체 NON-THESIS PROJECT (3(3))
This course is for master degree-seeking students who take an option of non-thesis. This option is to conduct assignments by the department which is one of the graduation requirements. Once the academic assignments are approved by the committee, the credit will be accredited which is equivalent to three (3) hour credit course.
